I HAVE received your telegram No. 34 of the 10th instant in regard to the new Treaty with China being negotiated by France. I have to state to you that the amended Article respecting the construction of railways appears unmeaning, but the Chinese Govern- ment will do well to be cautious about agreeing to it, as it may lead to special claims being advanced later on.
I have this day communicated to you the substance of the foregoing by telegraph.
